May or may not be doing it on purpose because pre-teen boys are so easy to manipulate.

So Fifth Sector ends up sending Tsurugi in because wtf Hakuryuu but Tsurugi gets too morbidly curious and obsessed with how Tenma managed to make Hakuryuu nice that he forgets orders
